Delegation of the Sejm of Poland Visited Ministry of the Interior

Today the delegation of the Local Self-Government and Regional Policy Committee.of the Polish Sejm headed by the Chair of this Committee Andrzej Maciejewski visited the Ministry of the Interior. The delegation was received by the Vice-Minister Giedrius Surplys, during the meeting the issues of regional development and other matters of regional policy, local government and the European Union (EU) investment issues were discussed.

Vice-Minister G. Surplys underlined that there are many similarities between the two countries in the area of regional policy-making and implementation. "We want to shape the policy in this area in such a way that the regions themselves could generate its implementing measures. We focus on the principles of "give rod instead of fish" in order to identify specific problems first and only then to adopt decisions on allocating the money, and not vice versa, "- said Vice-Minister.

Both countries agreed that while planning of the new EU financial perspective cooperation on issues of regional development should be strengthened and implementing regional policy both Lithuania and Poland should first of all to ensure possibilities of targeted use of funds.

The role of civil society in local governance was also discussed. Polish colleagues shared the so-called civil budgeting experience – currently it is 3 percent amount of the municipalities’ budget, on the targeted use of which the Polish citizens decide (during voting) in their municipalities. In Poland youth and seniors (respectively through youth councils and councils of seniors) are very actively involved in making such decisions as well.

The meeting reached consensus that the Lithuanian-Polish cooperation on issues of regional development is effective and should be continued in the future.
