Joint Technical Secretariat
The Joint Technical Secretariat is a public establishment set up by the Ministry of the Interior of the Republic of Lithuania. It is responsible for the operational management of the two cross-border cooperation programmes of the European Union, where the Ministry of the Interior of the Republic of Lithuania acts as the Managing Authority:
- Lithuania and Poland Cross-Border Cooperation Programme (Objective 3: European Territorial Cooperation): www.lietuva-polska.eu
- Latvia, Lithuania and Belarus Cross-Border Cooperation Programme (European Neighbourhood and Partnership Instrument): www.enpi-cbc.eu
Tasks of Joint Technical Secretariat:
- The Joint Technical Secretariat manages the day-to-day project application process, which includes registering the applications submitted, providing information to applicants and advising beneficiaries;
- Uses the system set up by the Managing Authority to gather reliable financial and statistical information on implementation required for proper monitoring of the programmes as well as ex-post evaluation;
- Assists the Managing Authority in drawing up the annual implementation reports and closure reports of the programmes;
- Checks the validity of operations financed by the European Union;
- Organises and co-ordinates the preparation of the meetings and decisions of the Joint Monitoring Committees of the programmes;
- Liaises on a daily basis with the bodies taking part in the implementation of the programmes in Poland, Latvia, Belarus and the European Union.
